The National Unity Platform (NUP) president Hon Kyagulanyi Ssentamu Robert a.k.a Bobi Wine laughs at president Museveni for castigating former president the late Amin Dada for ruling by decrees yet he is xeroxing the same after directing the awarding of construction projects to UPDF.

Recently President Museveni through a presidential directive ordered construction projects to be awarded to the Uganda Peoples Defence Forces (UPDF).

“Gen. Museveni can no longer recognise his former self. He always castigated Gen. Idi Amin for ruling by decree as opposed to the rule of law, yet he continues to show that he has zero regard for the law!,” says Mr Wine.

“In yet another show of dictatorship, Mr. Museveni has ordered his wife and other government Ministers to henceforth award contracts for Government Construction Projects to the Army ‘to avoid delays due to lengthy procurement processes,” he explained.

Mr Kyagulanyi advised president Museveni that, in a country governed by the law, even if he (Mr Museveni) wanted to take this step, it must be processed through the law, and not a presidential directive.

“It gets more clearer why Museveni wanted a lame duck parliamentary leadership- before long all these laws will be repealed so that he is given power to do as he pleases,” Mr Kyagulanyi said.

Former presidential candidate Hon Kyagulanyi added that, tis is not the first time Mr. Museveni is expressing such contemptuous disregard for the PPDA Act, and other procurement laws: he recently dismissed the public procurement policies as “neo-colonial” while attempting to justify his wasteful Covid-19 expenditure for financial year 2019/2020.

“Mr. Museveni’s unconstitutional directive effectively denies tax-payers whatever was left of their ability to scrutinise what their money is doing,” Mr Kyagulanyi stated.

“Just like he spends colossal sums of money in trillions on “classified security expenditure” he now seeks to shield all this expenditure from scrutiny,” he explained further.

Pop music star turned politician has faulted Museveni on projects under the army that have not registered visible success like the Operation Wealth Creation and NAADs.

“Mr. Museveni is deploying the army to pursue selfish interests that our laws would ordinarily not support,” Mr Wine said.

“The prosecution of his political opponents through the Court Martial which works on his direct orders, instead of civilian courts, is one example.” Mr Wine added.

According to Kyagulanyi, President Yoweri Kaguta Tibuhaburwa Museveni thinks that militarising every sector of public life will give him the political survival and illicit enrichment that he craves for.

“While that strategy may work in the short term, it will ultimately end in tears — as the popular saying goes — for him and his accomplices. Very soon, Uganda will be restored to its rightful path, and to its rightful owners,” Mr Wine confidently remarked.

UPDF is now responsible for the government construction projects after the presidential directive declared by the President recently.
