Ntungamo District Engineer Remanded over Forgery

Prosper Butubuura, the incumbent Ntungamo District Engineer has been remanded to Rukungiri Government prison for alleged forgery and uttering false documents.

Butubuura was arrested on Wednesday from Ntungamo town for allegedly forging the signature of Jackson Byamukama, the then Kanungu town council town clerk between October and November 2013. He was arrested by detectives from the Inspectorate of Government (IG) officials led by Sam Agaba, the head of the Inspectorate of Government in Charge of the Kigezi sub-region.

Agaba, says that Butubuura who was serving as the Kanungu town council Assistant Engineering Officer on 22nd November 2013 fraudulently uttered a forged agreement including the signature of Byamukama with Labuju Technical Services Limited, a construction company to hire equipment to construct roads in Kanungu. Agaba says that Butubuura also fraudulently uttered forged acquisition of 3.75 Million Shillings on behalf of Byamukama.

Butubuura was arraigned before the Chief magistrate’s court where he was charged with uttering false documents contrary to Section 351 and 247 of the penal code cap 120.  The Chief Magistrate Hussein Ntalo Nasul, Rukungiri Chief Magistrate remanded him to Rukungiri government prison until March 17th this year when he will apply for bail.

Robert Kakuru Byamugisha, the Executive Director of Kick Corruption out of Uganda, hailed IG’s office for intervention towards the arrest of Butubuura.

This is not the first time staff of Kihihi town council are embroiled in corruption scandals. In 2019, Jackson Byamukama, the then Kihihi town council town clerk was sacked after he pleaded guilty of flouting procurement procedures when he purchased 10,000 litres of fuel worth 20 Million Shillings from another petrol station, instead of Gaz, that was pre-qualified.
