Exclusive: City Lawyer ” Male Mabirizi ” petitions parliament to block Maj Gen Paul Lokech appointment as deputy IGP. Whisper Eye Reporst

Suave City lawyer Male Hassan Mabirizi Kassim Kiwanuka has petitioned Uganda Parliament to block the approval of Maj. Gen. Paul Lokech as the Deputy Inspector General of Police (IGP).

According to the letter dated 17th December 2020, Mr Male Mabirizi asks parliament not to approve Maj Gen Lokech as the Deputy IGP.

“I’m aware that the president has nominated Maj. Gen. Paul Okech a serving Uganda Peoples’ Defense Forces (UPDF) officer for approval as Deputy Inspector General of Police and the purpose of this letter is to object to the nomination and any approval because it will be illegal and contrary to the Constitution and the Police Act,” the letter reads.

“Section 9(1)(b) of the Police Act provides that ” Subject to the Constitution, the functions of the police authority are to advise the president on the appointment of the Inspector General of Police, the Deputy Inspector General of Police; Assistant Inspector General of Police; and Commissioners of Police.” And section 14 (2) of The Police Act provides that “The police authority shall establish the procedure and form of application to be adopted in the appointment of senior police officers to the force,” the letter reads further.

Basing on the Police Act Mr Male Mabirizi states that Mr Lokech lacks requisite advise, which is a condition precedent.

Maj Gen Lokech was nominated by president Yoweri Kaguta Tibuhaburwa Museveni to replace Mzee Sabiiti who was sacked under clear circumstances.
